National posture · context only
Nineteen governments, one technology, five very different instincts.
The people on the P³ panel give personal risk estimates. Heads of government almost never do - what they have instead is a governance posture: how their administration proposes to steer, slow, or speed the technology. This page maps that posture for each G20 leader.
Method & scope
Labels reflect each government's stated AI-governance direction, drawn from national strategies, summit positions, and public actions (for example, the EU's binding AI Act, the UK's AI Safety Institute, the US posture at the September 2026 G20, and India's 2026 AI Impact Summit), not the leader's private view of extinction risk. Where a leader has not spoken personally, the label describes their administration. The G20 also includes the European Union (shown) and the African Union; individual member coverage can be extended on request.
